I bought a piece of VCT and tried using it for flat basing. Other than being a HUGE pain to cut without a VCT cutter (heat with hair dryer, score, score, score, reheat, score, score...) it worked out pretty well. I used a hand sander with some 60 grit to rough up one side and glued the texture to it with Aleene's Tacky Glue. The glue bonded the texture to the VCT really well and being exceedingly inexpensive ($0.73 for 1 square foot = 144 bases @ $.005 per) it works out to be effective and cheap.
I've also been wondering about using clear acrylic and flat basing the minis to it without putting a texture on top. Since I'll be using the minis I've made for a Pathfinder campaign I'm running I can't decide which texture to use for the bases as they'll be in a few different environs so a clear base would negate the problem of the base texture and tile textures not matching. My only concern is what glue to use. If anyone has any experience with gluing matte photo minis to acrylic I'd appreciate any input.
EDIT: I guess I shouldn't assume everyone knows what VCT is. Vinyl Composition Tile is a floor tile used mostly in commercial and institutional applications. It's 12 x 12 and 1/8 inch thick and super durable when installed properly.

Please post pictures! I'd love to see how they look. I've been toying with a similar idea, but instead of tile I was going to try some asphalt roofing shingles that we have in our barn. It's the edges that I can't quite figure out...

The texture on the base is a bit jacked up because I didn't print out a solid block of texture I just used one of the fold and score bases I had on hand. Also this is one of the first minis I cut out, the first one I based and the first terrain I've constructed so if it looks crappy it's because I'm a noob! ;D The terrain is from Fat Dragon's Dragonshire Ruins.

If you didn't tell me that was VCT I would have just said it was black foamcore.

If you didn't tell me that was VCT I would have just said it was black foamcore. The top and bottom of the tile are smooth but the sides have a lot of little cavities like foam. The tile is an off white so I edged it with a black marker to make it stand out less. I found that you can cut VCT with a wet saw quite easily and it smooths out the edge pretty well. I'd do more bases that way but I'm sure someone at my job would eventually take notice of me not working and misusing company equipment is generally frowned upon. I liberated a sample swatch of some Owen's Corning shingles today and attempted to mount a figure on it but the only glue I have is Aleene's and it didn't bond well. Looked good until it fell over though. Valspar makes a spray paint with a similar texture to the shingles. A sheet of 5.2mm lauan cut to the right size and sprayed with that would look pretty darn close. www.valsparspray.com/Product/pcode---4651/Go_product---GO

What is the advantage of using this basing material over something easier to work with like 60 mil magnetic sheet or Ferrosheet?

What is the advantage of using this basing material over something easier to work with like 60 mil magnetic sheet or Ferrosheet? At $0.73 per square foot you could get a total of 144 1" x 1" bases from one tile which works out to be just over $0.005 (yes, that's half a penny) per base. Pain in the ass to cut without the proper tools? Yeah... Stoopid cheap? HELL YEAH!

Ahhh, cheap is always a good justification!
