Instead of starting a ruleset from scratch I was wondering if anyone can suggest a base ruleset or system I could use?
The one im currently creating, factors in the environment, time of day and equipment.
I'm attempting to combine a card type game with open battlefield movements... Im hoping to create an environment where with enough luck, strategy and skill assassinations of enemy commanders behind enemy lines can be end the game.....
any suggestions, tips, requests etc will be greatly appreciated.

I suppose you're asking for a miniatures ruleset, using measures and 3D terrain, right? I'd suggest to try Ganesha Games "Song of Blades" engine. His page is sort by genre, so you may find what you're searching for, more or less. If you're looking for some sort of "steampunk" (am i right?) i'd look at Flying Lead + Mutant and Dead Rays Guns then, depending on the level of detail you want, choose what will be the "base ruleset" and take the other book "special abilities" to fine tune your units. It will require some work to assemble the figures skills (and perhaps some Skill renaming to make them more thematic) but i think you'll be fine in not much time. MDRG have mechanics for "resource needed" (humans-like needs food, robots needs "energy cells") that you may find useful. I like a lot that engine. I played the fantasy one with the kid (10y.o. at that time) and it was really fun and simple. Sure, is a game for "friends": rule-lawyers and really competitive-anti-fun players will find a way to break the game.... it is more meant to create a "these units have a sense in that setting" than a "mix and max the skills to create the God of War" (hope that this all make sense )

GRUNTZ is good too, 15mm cards for each unit and a good unit creation mechanism, more suited to competitive gaming than Songs I think as it's harder to max out units. I love songs, MDRG and Fling lead too. If you are going for steampunk then fear and faith and the other games in the system all mix together really well..... I totally agree with Parduz, it's a wonderful system for those who enjoy playing not just winning

Brilliant thanks guys, thats exactly what im looking for... I want to create an experience and adventure rather than a winning at all cost type of game....
Some of the ideas is to have the main battle field with armies and machines but the general can be running the scene from a bunker... so you can either wipe out the enemies on the battle field or you can get your crack team into the bunker... which then becomes a scenario based game...
its still very early stages but a lot of the stuff im working on I want to get the mechanics working for, incase i need to design specific cards or equipment and such...
ah yes this will be for the steampunk Gods of Steam.

been reading MDRG and there is a few gems in there... I especially like the ambush idea of placing counters in various locations and only revealing which is the real one when a player gets near it....
NICE... will work well with my day night scenarios...

There is another option... I am not currently working on anything at the moment, but I am wanting to get back to it *soon.*
I will send you all of the material I have on ERA OF WAR, and you can playtest it using your figures. Maybe that is what you need... something new and original to go with your figures.
Just a thought. Let me know if you'd be interested. It might be the inspiration I need to get back at it again...
