I was really happy when he got the new site. I had just done a couple models when the old site went down. A second print to cut out detail work to laminate onto the base models really sets them off.

Am I correct that to use these paper buildings with 25mm scale they should be increased in size to 118% ?

Actually, two better references for this particular question would be the following, as they discuss ratios, scale names, mm's, and there's even a conversion chart on the second. If you are using "Heroic" scale figures, i,e. One Monk or other slightly-to-moderately oversized for emphasis, they are closer to 30mm or even 32mm. You may want to go to 130% or even 140% if that's the case (or possible, given the constraints of the paper sheet size). 0.020833333 33.5mm O 1/48 0.018518519 30mm - 1/54 0.017241379 28mm - 1/58 0.015384615 25mm S 1/64 0.013157895 21.2mm OO 1/76 0.011494253 18.5mm HO 1/87 theminiaturespage.com/ref/scales.htmlwww.fiddlersgreen.net/other/For-Designers/model-scales.htm
