What size do you need it exactly? Scaling it up very much past 1000 px wide is going to start to look real bad (CSI's "Enhance" tool is fictional).

OK, I opened it up in GIMP and scaled it, but I can't get it to 10x4 because of the proportions. It's way too tall, and I don't see any good way to re-compose it to fit into a 10:4 aspect ratio. I made two versions, one of which is 10cm by 6.7cm, and one which is 10cm by 4cm, but with "letterbox" ends. Not sure if either of those will work for you, but without basically redrawing the whole thing, it's not getting to full-frame 10x4. On the plus-side, you had plenty of resolution to scale it to your desired size at 150ppi, which should be plenty good for an inkjet-printed image that will be viewed on a gaming table top. Here is the 10x6.7 version. Here is the 10x4 letterbox version. Edit: For some reason, Proboards or the image host is messing with the naming of the second version, duplicating the name of the first version when it appears on the image host page. Something is overriding every attempt I make to fix the problem. The files are right, though, so just be sure to save them with different names when you download them.

I managed to work it in Photoshop, and think it didn't come out too bad as 10X4..

I didn't actually try this...I looked at the aspect ratio and decided it wouldn't work without testing it out. My mistake--your 10x4 version isn't nearly as odd-looking as I expected. I'd be perfectly willing to use it on a gaming table.

Always print at a different size, like 75% maybe?

Thanks, everyone! I print at a shop and use an online order app. I'll see if there's a resize option. I don't think there is, oddly. They have enough trouble getting all the prints ordered, alas.
