I stumbled across this movie on Youtube www.youtube.com/watch?v=ilQNFn_Lpnc and for some reason I couldn't stop watching. It is cheesy and steampunky and has a young Charles Bronson up against an also young Vincent Price. The screenplay is based on two Jules Verne novels but most ironically the flying machine is supposed to be made out of paper. I think a paper model of the supposedly paper ship would be deliciously meta so I am going to put it here as a project to-do list. Lots of other reference shots in the video.

No, they are lifting rotors. The craft is actually a kind of helicopter but instead of one rotor on top it has dozens. I think four rows of 10 or 12 but I will have to check again. It also has propellers both front and rear.
