I started a city militia figure for my medieval town. I took inspiration in a light armor uniform reminiscent of Late Romans as well as the armor style of the Imperials from the elder Scrolls Skyrim game. I plan a front/back style set with a spearman, an archer and a leader.

I'm quite happy with how the helmet and the mail turned out. I hope the mail rings don't close up during printing.

He really does look good. It was a great choice to make the helmet a different hue from the mail and the "necker" adds a nice bit of colour.

adjusting the scale. my moeel buildings are for 25mm so I was debating to myself if I should scale him as 25mm or 28mm. Where would you set the 28mm to? his eyes or the tip of his head?

I am not an expert at this, but when I scale figures for 28mm, I am working in Gimp set at 300 dpi. I set my grid for 75 pixels. That is my standard format and I rarely change it.
For 28mm, I scale the figure so that my 300 dpi line will be on the figure's neck or chin. The figure you are showing leans forward from the hips and his legs are not together, so I would have the line hit his chin. If he were standing fully erect, like at attention, I would have the line on his neck somewhere.
But since no one else had responded yet, I thought I would let you know we are not ignoring you. And it gives you something to go by

For a 28mm scale figure I set the measuring tool in GIMP to mm and I want 28mm at the eyeline. With your figure's pose I would be OK so long as the 28mm is somewhere above his eyeline. If it didn't feel right I might measure ground to knee, knee to hip, hip to eye and see if it added up to ~28 +/-
