Interesting. I guess the Yu-gi-oh inspired figure design was to appeal to that generation... though I do not prefer it. Interesting figures though...with absolutely no ties to the franchise.
Did you ever see Elevator Action Returns? I thin it was made in the early 90's. It had a Golgo13 meets TMNT feel to the figures. The Golgo13 feel fit the genre better imo.

Yu-Gyo? I was thinking more like Gorillaz and Daft-Punk's Interstella 555.

Oops sorry Yu-Gi-Oh. That hyper stylized over the top Anime look. I guess I was being a little too broad. I do like the figures... don't like them for this particular game. Really, I think the original, super simple Gumshoe/Cloak and Dagger images fit perfectly. For some reason, representing these characters as children doesn't fit for me. You do have a point about the Gorillaz look. Though I am fairly certain that Anime was the inspiration for some of that style. (That guy whom animated that also did the Beatles Rock Band intro... which is one amazing piece of animated cinema). They would make some excellent paper minis for sure. Though I'd be more apt to play them in a Riding Bean, Project AKo, or other serialized OAV type setting. Maybe even Read or Die.

It is the style for many inspired Japanese games. Persona (especially the second one) is another game series that comes to mind with weird characters like this. It doesn't really fit the original Elevator Action but looks cool never the less.
RoD was a great OVA, but series was kindda disappointing. I love the theme for Project Ako, though. (Child of a Super man and a Wonderful woman). I played a lot of superhero RPGs as a kid. ;D
