I know there are several options for figures of modern military infantry units which may also be used in near-future sci-fi games.
However, I can't find many paper minis of gang members, regular police (not SWAT), mercenaries and the occasional innocent bystander, for urban conflicts or even cyberpunk games.
I could use some survivors from Darkmook's sets but they are better suited for zombie survival games (as expected.) On the hoards, there's hoard #29 with some civilians and mercenaries.
What I'm currently using are modern/cyberpunk minis from Precis Intermedia, and I like them but they have no backs. For games such as Flying Lead this can be solved by mirroring the front as the game uses no facing. For other games, the black silhouette works but doesn't look that good.
Anyways, there are several ranges of metal or resin (or whatever) minis that would fill this request, so I'm wondering if I'm missing something in the case of paper minis or if it's really a field yet to be explored.

My thought on this: OKUM, OKUM, HE'S OUR MAN... IF HE CAN'T DO IT... well, then I guess he is too busy! Seriously, the reason I mention him is because he was working on that one game (mentioned in his board... not the zombie one, a different one) that had a punk kid with a pistol. I say you take Darkmook and Dave Okum, and throw them in a room and let them create an entire city of these before you let them out. Actually, throw Adam Souza in there, as well, and you will not only get police, bystanders, but also SUPER HEROES! Ok, just a thought... Might want to send either Adam or Dave a PM, in case they don't see this post.

I DO have an urban/ near future project I've been working on for a while. Maybe not until the new year.

That's good news, indeed. In the meantime, I might use mirrored figures with marks on the square bases to emphasize where the front is or even simple T-shapes with silhouettes on the back.

I have some PIG Western sets I use for NPCs, and I got a plain dark gray back with numbers on them, in red, yellow blue or white. Makes note keeping pretty easy.

I also second your request, all the model types you mentioned would be very useful for modern games.
