I have no idea if this has been done before but I made assembled some dungeon tiles using cheap peel and stick floor tiles as a backing. It worked great. Advantages. Easy as hell to do. very strong. Weight makes them very stable. extremely cheap to make. Disadvantages. Heavy. cutting them dulls blades fast. Hints. when making them I found that it was best to use card stock rather than plain paper. Even though the extra strength was not needed it made placing the sheets on the sticky tiles very easy. plain paper worked but it was "fiddly" and seemed there was a greater chance of error.

I have experimented with some peel and stick cork tiles, although those are not very cheap around here. Easy to cut but also heavy, and thick (mine were about 5mm thick) which may be bad for storage. On the plus side, the cork makes the tiles even more slip-proof.

Someone has done this extensively, I can't remember who, but it may very well be on the Fat Dragon Forums. They managed to find very cheap tiles, which had the benefit of not only being more economical, but the cheaper adhesive meant the paper/cardstock was less likely to be damaged over time... There are also different grades of floor tile. the super cheap ones still have plenty of weight, while being much easier to cut. I got the idea from Slag's board as well. I have made the cork into a building or two, but I bet it would work great for tiles.
