Looks like we're going to need some leathery wings as mod kits to add to our One Monk Kobolds shortly (and don't forget the many freebie Kobold recolour sets available via the CWF!), at least according to the latest 5th edition D&D Monster Manual preview page from Wizards of the Coast: media.wizards.com/2014/downloads/dnd/MM_Kobold.pdf . If you don't want to go straight to the PDF download, there's this link page with a little more discussion about the evolution of Kobolds in D&D, plus another PDF download article on the critters.

I always thought Draconians from Krynn were some sort of Kobolds (or viceversa). But I guess that it's just me and there isn't a real and clear connection.

I like the idea. I'm sure there are some suitable wings included with some imps or something.

I really like the idea, and it'd be fun to see some with partially developed or maybe deformed wings, like it's an evolutionary path on it's way in/out.
