I think that there are no recent Fallout paper minis. But you can use other post apocalyptic paper minis.
Mayhem in Paper, Skirmisher Publishing, Triple Ace Games, Distrigillator, Avalon Game Company, Fantanomicon Press, PERMES, Pinnacle Entertainment, Arion Games, Okumarts Games ...
Or you can search and download "Fallout Warfare" paper minis. Old but free and abandonware from years.

You know, I am not very familiar with this video franchise, but I did internet searches down through Mr. Gutsy, and there are boatloads of images available. For your own personal use, it would be pretty easy to make these. I don't know about 'for distribution' though

I can't bring myself to play video games. It seems like a waste of time an energy and I would feel guilty the whole time. Tabletop games on the other hand...

LMAO, video games are most of what I have time for. Seems like as I get older it gets harder to get the Table-Top group together. I'm just glad my own kid is almost old enough to start cutting his teeth on TTRPGs

There is a tool you can use to extract and view the models from the game files, a lot of cos players use this for getting reference images, No reason you could not do that to make Fallout minis.

World of Warcraft started innocently enough... now it is THE thing my wife and I do together. No lie, it literally saved our marriage. She is just now getting into TTTGs.

I have 600+ hours into Fallout 4 and just a little less into Skyrim I still play TT games too, just picked up X-Wing recently.
