I prefer 2D. In a wargame with a 2.5D piece you either see the horse or you see the rider. To tell the truth, this also applies to any other game or display of figures.

From wargame side, I prefer 2d. From "display" side, 2.5d may have sense. Have you tried to do 2d figures with separate arms to add a "layer" to your figures? Trash Mob Minis, although totally different in style, uses that technique.
PS. and maybe Permes, for mounted figures, has some 2.5d elements that could be applied on 2d figures
