A wharf kit would be designed around boardwalks and jetties, and I think these should be offered in two versions: ground level as a 2D tile, and on risers as a 3D piece. Ramp pieces can be used for the transition. Those parts seem easy enough to design, and the models you mentioned would work well for wharf dressing. Off to a good start there.
Water terrain probably requires an approach I haven't taken before. Modular water tiles might work fine for open seas, but transitioning from land to coastlines to water in an elegant way seems like it takes a prepared poster-sized map. I'm not opposed to that, and getting away from the standard 6x6 ground tile would be liberating. I might create a poster-sized medieval street layout first to test its viability.

PWORK's is offering some lovely battlemats, I'd love to see something from you in that big scale. A coastline, a desert, a city map, a patch of rugged wilderness, a swamp- those would all be fun battlemats.
