Currently I usually use Primo to generate PDFs (it stands in for a printer to generate a PDF file) or if available in the software (such as Microsoft Word) I can save as a PDF. This is good because it is free and it seems to work very well. However, it doesn’t allow any bookmarking features (unless Word has this feature and I’m totally missing it). This brings me to two questions… #1 How important is it to you as a customer to have a PDF (say a game's rules) be bookmarked so you can navigate using the side panel of Adobe? #2 Does anyone know if there is a free software that will allow for creating a PDF with bookmarks. I realize there are programs that will do this kind of thing if I am willing to pay for it. But one of my things is I don’t want to pay for (or pirate) software (I only use Word because I get it through the University for almost free, otherwise I’d likely be using Open Office or some such). Anyway, any info would be really appreciated

Well, the index on the left is always a good thing. I think that links are even better (click on the "see chapter 4" phrase and you go to the relevant Chapter 4 paragraph).
Dunno what you can use to allow it works. Have you tried online services? In the past months i've found any kind of flash app free and online: image editing, OCR scanning, PDF to everything else converter... maybe you can find somewhat useful.

Have a look at scribus it might do what you need, although it still doesn't correctly support layered PDF creation...

Thanks everyone!
Scribus looks like it will fit the bill, there are also some possibilities in the other link. I knew there was something out there, but I wasn't having much luck finding it.

It looks to me like Scribus now supports layers (version 1.4.1). The bug Sirrob mentioned still seems to be open, but I'm not sure exactly what was wrong. It seems to act the same in Adobe Acrobat as when the PDF is created in InDesign. I'd still have to re-train myself if I want to use it but it's not looking like a bad option.
